Overview
The Center for Research and Reform in Education (CRRE) at Johns Hopkins University conducted comprehensive ESSA Level III studies within the Baltimore City Public Schools system. The primary objective was to assess the impact of the services provided by CES (Concentric Educational Solutions) on student outcomes. The studies
specifically examined three key programs CES offers: the C9 program, the home visit framework, and the tutoring program. These programs were implemented in select Baltimore City Public Schools system schools. 

To evaluate the effectiveness of CES’s services, the research team compared the academic achievement, attendance rates, and behavioral outcomes of students enrolled in these programs with a carefully selected comparison group of students who were not enrolled. This comparison group was composed of similar students
within the same schools or similar schools that did not have access to CES’s services. The study spanned multiple academic years, including data from the 2019-2020 and 2021-2022 school years. By comparing the outcomes of enrolled students with those of the non-enrolled comparison group, the research aimed to determine the impact of CES programs on student success.
